2.Declaration of Interests and Dispensations

  • To receive declarations of interest from Councillors on items on the agenda
  • To receive written requests for dispensations for disclosable pecuniary interests (if any)
  • To grant any requests for dispensation as appropriate

3.Minutes of the Previous Meeting

To resolve to approve as a correct record the Minutes of the Council Meeting held on the

21st July 2022.  No meeting held in September.

4.Action Tracker

To review the action tracker (for information only)

5.Finance

  • To receive and approve the monthly bank reconciliation.
  • To receive and approve the cumulative budget report.
  • To authorise payments.
  • To acknowledge receipt of income

6.Monthly Health and Safety Risk Assessment

To discuss and consider additional risks to be documented on the risk register

7.Planning and Licensing

To discuss and consider the following planning application and resolve any action required:

To note planning decisions awaited/granted from Fylde Borough Council on previously circulated planning tracker.

To discuss and consider any issues and resolve actions required:

9.County & Borough Council

To receive and consider any Parish issues and resolve any actions required

  • FBC: Deployment of WCCTV cameras
  • Consideration of request to LCC regarding vehicle speed data collection.

10.Little Free Library Project

To consider a residents suggestion via the In Bloom Chair.

11. Village in Bloom Constitution

To receive an update from the In Bloom group.

12. Option to opt out of the SAAA central external auditor appointment arrangements

To consider the option to opt-out of the central procurement and appointment scheme and formally appoint an external auditor for the next 5 year period.

13. Meeting Venue 2023

To discuss and consider meeting room venues

14. Annual Parish Assembly Meetings

To receive an update from the clerk and consider the Parish Councils role – Local Government Act 1972

(c. 70) Schedule 12 – Meetings and Proceedings of Local Authorities

15. Local Government Association (LGA) model Code of Conduct

To resolve to approve the adoption of this model following the endorsement by the Civility and Respect Project

16. UK Government decision to lift Fracking Moratorium

To consider the above announcement and possible local implications.
