MINUTES OF THE MEETING

Thursday 20th July 2023, 7.00pm at Elswick Village Hall, Roseacre Road, Elswick.

1080/23   3.       Minutes of the Previous Meeting

It was resolved to approve the minutes of the meeting 8th June 2023 as an accurate record and were signed by the Chair.

The action tracker of previous decisions of the council was noted and updated.

1083/23   6.       Monthly Health and Safety Risk Assessment

It was noted that there are issues with some hedges causing difficulties for pedestrians on some of the paths in Little Eccleston and Larbreck.  It was resolved that the clerk will report via Love Clean Streets.

1084/23   7.       Planning and Licensing

Nil at time of agenda.

For information only: The following applications were received in-between meetings and have been actioned by the clerk using delegated powers (Ref 388/17)

23/0315: Land south of Garstang Road, Little Eccleston with Larbreck, PR3 0ZQ

Erection of private stables with associated hardstanding access track and yard

The Parish Council had no objection to the application.

1085/23   8.       Amenities/Maintenance/Environment

  • Great Eccleston Show – no issues raised. It was resolved that the Clerk will write to the committee to express the Parish Councils thanks for the additional no parking measures etc.
  • 80th Anniversary of D-Day – 6th June 2024 – in bloom/community initiatives.  It was resolved the group will be advised by Cllr AM Bull and Cllr PR Bull of this important anniversary and consider related projects.

 1086/23   9.       County & Borough Council

It was resolved that the clerk will register for further information in order to consider a community led 20-is-Plenty initiative for Cartford Lane.  Cllr G Stead would be happy to lead on this initiative.

District Parish Liaison Group – Cllr Stead advised that at the recent District Parish Liaison (DPL) meeting, the group endorsed the setting up of a separate forum for Planning only.

Each Town / Parish council will be invited to send their Clerk and one Councillor to this forum.

It was resolved that the Clerk will attend both meetings, where possible as additional hours.
