LITTLE ECCLESTON WITH LARBRECK PARISH COUNCIL

MINUTES OF THE MEETING

Thursday 14th March 2024, 7.00pm at Elswick Village Hall, Roseacre Road, Elswick.

1164/24  3.       Minutes of the Previous Meeting

It was resolved to approve the minutes of the meeting 8th February 2024 as an accurate record and were signed by the Chair.

The action tracker of previous decisions of the council was noted and updated.

  • It was resolved to approve the monthly bank reconciliation.

1167/24  6.       Monthly Health and Safety Risk Assessment

It was resolved to purchase additional high visibility vests for volunteers working on In Bloom activities around the village and a car “emergency warning” light for water bowser and or works requiring a vehicle.   Budget agreed for both purchases £100.00.

1168/24  7.       Planning and Licensing

No planning applications were received at the time of the agenda.

For information only: The following application was received in-between meetings and has been actioned by the clerk using delegated powers (Ref 388/17)

  • Application 24/0059: 2 Sunnydale Gardens, Little Eccleston with Larbreck, PR3 0DP
  • Single storey rear extension

 1169/24  8.       Amenities/Maintenance/Environment

  • East End triangle flower bed – following costings and discussion, it was resolved to allocate a budget of £500.00 to be used for either the replacement of the existing sleepers at double height or with a raised wooden block planter (in keeping with the West End planters). It was agreed that the In Bloom group would be consulted at its meeting on 17/03/24 and a decision taken based on the majority view of those attending.  This remains in line with the Memorandum of Understanding that Little Eccleston with Larbreck Parish Council holds with Great Eccleston Parish Council, who have the overriding jurisdiction on this piece of land. It was further resolved that the clerk will apply to the Parish Champion for assistance with funding.
  • West End Trees –two oak trees near to the raised beds, require canopy maintenance. These are not identified on the tree preservation maps of the village.  It was resolved that the Parish Council would obtain two quotations setting a maximum budget of £475.00 to undertake this work.
  • Preview of VIB presentation – the In Bloom group will be meeting on 17.3.24. Cllr P Bull gave an overview of the draft presentation for the Parish Council’s information.

1170/24  9.       County & Borough Council

  • Cllr J Singleton had provided his report for March.
  • FBC: Road Sweeping update – Cllr Stead had made enquiries with FBC regarding the scheduling of this service and was provided with the following update. Road sweeping schedules are all staff / resource dependent, so FBC cannot always guarantee this service will be carried out on the days in question, (both large channel sweepers are currently off the road).  The small pavement sweeper is scheduled for once a month (Thursdays) and large channel sweeper is on the bi-monthly rural schedule (Tuesdays).  FBC will attempt to stick to schedules wherever possible.
  • LCC: Love Clean Streets App – there have been numerous complaints regarding the app, that reported issues are being marked as completed, when the requested tasks have not been carried out. These have been reported to LCC by Cllr J Singleton. LALC have also contacted LCC regarding issues with the app. LCC are working on improvements including assisting customers who are not able to report online.

1171/24 10.      Annual Governance Statement                       

It was resolved to approve the governance statement prepared and presented by the Clerk.

 1172/24  11.     Draft Memorial Assets Policy

Following discussion and some minor amendments, it was resolved to approve the draft memorial assets policy.

1173/24  12.     Request to LCC & FBC Councillors re: Morecambe & Morgan Wind Farm Transmission Assets Scheme

It was resolved that the Clerk on behalf of the Parish Council would contact Cllr J Singleton outlining the Parish Council’s concerns.

 1174/24  13.     Elswick Village Hall

Cllr P Bull had recently attended the committee meeting and provided the Council with an update, for information only.

Preparation for end of year audit.
