MINUTES OF THE MEETING
Thursday 12th October 2023, 7.00pm at Elswick Village Hall, Roseacre Road, Elswick.

Public Participation
One member of the public attended to raise their concern regarding the application for premises licence, Land at Valiants Farm (agenda item 7). The resident had made a representation to Wyre Borough Council and had received a letter informing them that this application would be decided at the Licensing Committee on 3rd November 2023. The Parish Councillors noted that they had been contacted by numerous concerned residents regarding this application.

1104/23 3. Minutes of the Previous Meeting
It was resolved to approve the minutes of the meeting 14th September 2023 as an accurate record and were signed by the Chair.

It was resolved to approve setting up a direct debit to EDF Energy for the unmetered supply to the defibrillator.
It was resolved to approve setting up a direct debit to the ICO, following the failed direct debit on transferring from HSBC to Unity Trust.

1107/23 6. Monthly Health and Safety Risk Assessment
- Concerns were raised regarding the footpath and hedge on Blackpool Old Road, in Great Ecclestons boundary near to Garstang Road. The hedge is overgrown with vegetation on the footpath. It was resolved that the clerk will request clearance through Love Clean Streets, and also liaise with the clerk at Great Eccleston Parish Council.
- Blackpool Old Road & Cartford Lane road markings: it was noted that although these are badly faded and need to be remarked, it would be wise to await the outcome of the request for resurfacing from LCC, which has now been costed and a decision awaited.
1108/23 7. Planning and Licensing
- Application for Premises Licence Land at Valiants Farm: the Parish Council had raised an objection to this application with Wyre Borough Council. The Parish Council are aware that a number of local residents have also submitted objections to the application. Whilst it is acknowledged that Little Eccleston is in Fylde Borough, it was resolved that if permitted, a councillor will attend the hearing at the Licencing Committee on the 3rd November 2023 and request to speak as a representative of the Parish Council.
- The Parish Council is not a formal consultee for applications which are managed by Wyre Borough Council, however, FBC Cllr P Hayhurst had requested in 2021 that both himself and the Parish Council are included as consultees on applications of this nature due to the pertinent geography, but unfortunately this had not been actioned by Wyre Borough Council. Cllr Hayhurst has received confirmation that both parties will now be included in consultation processes of this nature/geography in the future.
- It was resolved that the previous arrangements for discharge of functions – Delegating powers (or functions) – Planning minute ref 388/17, which delegated power/function to the Parish Clerk in relation to coordinating a council response to planning applications which are submitted, and require a response, in-between council meetings, would include licensing applications going forward.
1109/23 8. Amenities/Maintenance/Environment
Cllrs S & S Milton had declared an interest in the first two items, did not participate in the discussion.
- In bloom watering considerations 2024: it was resolved to defer this item.
- Arrangements for Open Spaces and Amenity Cleansing annual contract reviews. It was resolved that Cllrs Peter Bull and Cllr Glyn Stead will arrange to meet with both contractors and provide an update to the Parish Council in January.
- Remembrance Day – it was resolved that the Parish Council would purchase a poppy wreath.
- Water bowser – it was noted that the bowser had a possible fault and may require a repair. It was resolved that Cllr Steve Milton will arrange for a quotation.
- Road sweeping – each year the village suffers with blocked drains which are worsened by the amount of falling leaves. It was resolved that Cllr Glyn Stead will liaise with FBC to ascertain whether Little Eccleston should be receiving this service regularly. It was resolved that the clerk will obtain quotations for road sweeping through Blackpool Old Road, Cartford Lane, Cartford Close and Gillow Park – which are the main areas of blocked drains.
1110/23 9. County & Borough Council
- Review of Polling Districts and Polling Places: it was resolved that the Parish Council will not be suggesting an alternative for Little Eccleston with Larbreck. Current arrangements are Merlewood Country Park. The clerk will advise FBC.
- Cllr John Singleton provided the following updates:
- Road safety scheme for the A586 Little Eccleston – Still awaiting a date for the completion of the detailed design and consultation scheme to be completed.
- Meagles Lane – The highways team visited the area and removed all vegetation under the hedges to search for gullies as none appeared on the drainage maps. On completion of this exercise no gullies were found which may explain why flooding occurs. For further discussion at Cllr Singletons next meeting with highways.
- Cartford Lane – Cllr Singleton has requested the Police to conduct a road watch in this area. It was resolved that Cllr Stead will also discuss with the Police at the next DPLG.
