1013/23 3. Minutes of the Previous Meeting
It was resolved to approve the minutes of the meeting 12th January 2023 as an accurate record and were signed by the Chair.
1014/23 4. Action Tracker
The action tracker of previous decisions of the council was noted and updated.
1015/23 5. Finance
- It was resolved to approve the monthly bank reconciliation.
- It was resolved to approve the cumulative budget report.

1016/23 6. Monthly Health and Safety Risk Assessment
Defibrillator Maintenance Record and Servicing, Training and Training Aids. Training sessions have been made available for local residents with a further session on 23.02.23 (details available on the Parish Council website). It was resolved that Cllr Stead will be responsible for recording the required visual checks of the defibrillator. A service contract will be discussed at the October meeting.
In Bloom insurance – Cllr Bull as the representative of the group to supply the invoice before year end.
1017/23 7. Planning and Licensing
The following applications were discussed and considered:
- 23/0031: 11 Cartford Close Little Eccleston with Larbreck PR3 0ZP
Single storey rear extension
It was resolved that the Council have no specific observations to make upon the proposal.
The planning action tracker was noted.
1018/23 8. Amenities/Maintenance/Environment
- Watering Options 2023 – the Clerk reported that there had been no interest from third party providers to undertake watering for the village, under contract. The Parish Councillors have posted leaflets to Little Eccleston properties that are in a reasonable distance to areas which require watering, to enquire if anyone is able to assist. Responses awaited.
- Open Spaces Contract 2023 – The Parish Council had advertised this contract in the inFocus, The Kirkham & Wesham Advertiser, local shops and on the website. One quotation had been received, which was considered by the Councillors. It was resolved that the contract will be awarded to Envirocare. The Clerk will write formally to Envirocare.
- Christmas Tree Lighting: Electricity North West Ltd have confirmed that the Meter Point Administration Number and electric supply cannot be used for the Festive Lighting. It has now been allocated to the defibrillator only. The Parish Council will need to resource an upgrade to the current battery supply for this year, following the issues previously experienced.
1019/23 9. County & Borough Council
- Local Elections Thursday 4 May 2023: Local Elections will be held in Fylde on Thursday 4 May 2023. Fylde Borough Council is running a briefing session for candidates and agents at the Town Hall 17:30-19:30pm on Monday 6th March 2023. More details have been posted on the Parish Council website.
- Report from Cllr J Singleton: Cartford Lane speeding – LCC highways are unable to assist at this time with road calming measures. From recent activity Cartford Lane was assessed in July 2022 and yielded an 85th percentile speed of 27.8mph, categorising this location as ‘low’ speed. Further checks will take place. The Parish Council expressed their collective disappointment that the village will not be considered for a 20pmh speed limit.
- Speeding Group – Andy Pratt the deputy Police and Crime Commissioner has agreed to attend a meeting with the Little Eccleston & Larbreck group and the Staining Group of volunteers. Cllr Singleton will ask the Roseacre group and Weeton against speeding Group to attend as they are fully operational.

It was resolved to approve the review prepared and presented by the Clerk.
